As of July 28, 2026 Both programs are cyclical, but the next edition - hereinafter referred to as the 2027 edition - has not been announced yet. We are a manufacturer and distributor of pumps, not a subsidy advisor - this text is for information purposes only, and only documents published by the Marshal's Office of the Masovian Voivodeship are binding.
Who is this study for?
The text is intended for municipalities, counties and water companies preparing applications for the next recruitment process. We collected in one place the rules resulting from the resolutions of the Masovian Voivodeship Assembly, the regulations of the climate program and the application and contract templates, and then compared them with the recruitment process for 2022–2026. Here you will find deadlines, amount limits, catalogs of eligible and ineligible costs, a list of annexes and the most common reasons for rejecting applications - along with an indication of which document gives rise to a given obligation.
A separate part is devoted to water management in eligible tasks: drainage of a section of a ditch before desilting and rainwater retention systems in blue and green infrastructure. This is the only part in which we speak from the manufacturer's perspective - the remaining sections are a summary of official records.
Two programs, two separate procedures – comparison
A common misunderstanding is to treat both programs as two versions of the same instrument. In fact they are run by separate departments of the office, and the programs differ in their legal basis, group of beneficiaries, recruitment deadlines and rules for disbursement of funds.

Masovia for melioration - subsidies for water companies
Legal basis – three resolutions that should be read together
The program is based on Art. 443 section 2 and 4 of the Act of 20 July 2017 - Water Law, which allows local government units to subsidize water companies. The rules in Mazovia are defined Resolution No. 34/22 of the Masovian Voivodeship Assembly of March 22, 2022., amended twice:
- resolution no. 175/22 of November 22, 2022 – added a catalog of costs excluded from subsidies, clarified the list of annexes and the method of describing maps;
- resolution no. 124/24 of November 19, 2024 – extended the scope of work to include wells and drainage outlets, adapted the provisions on de minimis aid to Commission Regulation (EU) 2023/2831 and changed the recruitment deadline to January 2-31 of the financial year.
Therefore, when analyzing the documentation, all three resolutions should be taken into account jointly: resolution 34/22 is the base text, and the next two introduce changes to it. The amending resolution is not an independent, complete set of rules - it only contains a list of the amendments introduced.
What works can be financed
The subsidy covers the ongoing maintenance of water and water facilities, understood as operation, maintenance and renovation in order to maintain the functions of water drainage facilities. After the 2024 change, the catalog includes:
- mechanical and manual desilting of ditches,
- mechanical and manual mowing of the bottom and slopes of the ditch,
- raking lichen from slopes and the bottom of ditches,
- clearing and cutting down trees and bushes from slopes and the bottom of the ditch,
- cleaning and repairing structures in ditches,
- repair of ditch slopes,
- cleaning, repairing or replacing outlets and drainage wells.
Amount of subsidy and order of granting funds
The subsidy is 80% of the value of the requested task, but not more than PLN 100,000. The remaining 20% is covered by the company itself. If the total number of applications exceeds the pool secured in the voivodeship budget, grants are awarded on a first-come, first-served basis – not the score, not the technical condition of the ditch, not the size of the company. This is the most important practical information in the entire program: a complete application submitted on January 2 has a different position than the same application submitted on January 30. One water company may submit only one application per financial year.
Deadlines and method of submitting applications
- Recruitment: from January 2 to 31 of the financial year. The exception was 2025, when applications were accepted from February 3 to 28. In 2026, the standard January deadline already applied.
- Late applications will not be considered. When sending by post, the date of stamp or posting counts.
- Assembly methods: in person at the Marshal's Office delivery points, by post to the following address: ul. Jagiellońska 26, 03-719 Warszawa, or electronically via ePUAP or e-Delivery.
- Work can begin at the earliest on the day the contract is concluded. Expenses incurred previously will not be settled.
- Settlement: a report on the use of the subsidy must be submitted no later than November 30 of the financial year.
In the announcement for 2026, the office added a procedural warning: when submitting a letter via ePUAP, it is recommended to confirm its receipt by phone, and return correspondence is sent by traditional post.
Scope of costs covered by the subsidy
This part of the documents is sometimes analyzed superficially and contains provisions that most often determine the correct settlement of the subsidy.
Basic principle: the subsidy covers the costs of carrying out the works (labor costs) and fuel used to carry out the works indicated in the contract.
Costs excluded (added by resolution 175/22): bonuses, profits, awards, employee transport, equipment delivery and protection, employee training, preparation of design and cost estimate documentation, formal and legal arrangements, tender proceedings, surveying services and purchase of maps.
Hardware exception – worth a separate note. Both the recruitment announcement for 2026 and the contract template allow for the subsidy to cover expenses for the purchase of equipment necessary to complete the task, under two conditions:
- the unit purchase value of the equipment cannot exceed PLN 2,000,
- the total amount for the purchase of such equipment cannot be higher than 30% of the subsidy.
Additionally, the subsidy may cover the costs of equipment repairs - but only if the failure occurred during and in connection with the implementation of works covered by the contract, the repair was carried out by an appropriate service facility, and the company presents a declaration of the failure and an invoice for the service.
The following caveat applies: it is not permissible to cover costs not listed in the investor's cost estimate or works not indicated in the list of works included in the application from the subsidy. An item that was not included in the estimate submitted in January will not be able to be settled in November.
Attachments to the application – checklist
In accordance with the application template valid in 2026 (annex to resolution 124/24), the application must be accompanied by originals or copies certified as true copies by a person authorized to represent the company:
- current statute of the water company or a certificate from the Polish Water Management Information System from the Water Management Information System;
- a document confirming the constitution of the company's management board;
- a document (authorization) regarding the rights to represent the company and sign the contract;
- a map with each section of the ditch clearly marked - with the name, length and number of the starting and ending plot;
- investor cost estimate (gross);
- notifications, permits, arrangements and administrative decisions, if required by separate regulations;
- certificates of de minimis aid (and de minimis aid in agriculture or fisheries) received within the past 3 years, or a declaration of its amount, or a declaration of not receiving such aid;
- information specified in the Regulation of the Council of Ministers of March 29, 2010 on the scope of information presented by an entity applying for de minimis aid.
The recruitment announcement emphasizes that every page submitted documents must be signed or certified by persons authorized to represent the company, and these persons must submit documents confirming their authorization.
De minimis aid – who does it apply to?
If a water company conducts business activities within the meaning of EU competition law, the subsidy in the part relating to this activity (if it can be separated from non-economic activities) constitutes de minimis aid. From the 2024 amendment, Commission Regulation (EU) 2023/2831 applies, and subsidies in this mode may be granted on the basis of a resolution until December 31, 2030 The application includes a separate field in which it is indicated whether the company conducts business activity.
The most common mistakes – justified by the office itself
The justification for resolution 175/22 describes the results of the 2022 pilot recruitment, in which 166 applications were received and most of them were found to have formal deficiencies. The list of irregularities found then constitutes a practical checklist:
- lack of documentation of the right to make declarations of will on behalf of the company,
- inconsistency of the length of ditches shown on maps, applications and cost estimates,
- not showing the location of devices or arbitrarily drawing ditches on maps,
- showing non-existent property numbers,
- incorrect markings of cadastral districts and incomplete locations of ditches,
- presenting photocopies that are not certified as true copies of the original.
A request to correct the deficiencies is sent once, with a deadline of 7 days counted from the day following delivery. After the ineffective expiry of this deadline, the application remains without consideration.
Fulfillment and settlement
According to the contract template for 2026:
- the subsidy amount is transferred to the company's account within 30 days of concluding the contract;
- the task is carried out from the signing of the contract until November 30 of a given year;
- changing the material scope requires an annex, and a proposal for a change must be submitted no later than 21 days before the end of implementation;
- when the scope of works or the cost of the task is reduced, the subsidy is proportionally reduced; when the value of the task increases, the subsidy does not increase;
- the report is accompanied by, among others: contracts with contractors, acceptance reports, invoices with confirmation of payment and as-built cost estimate, and in the case of a larger number of cost estimates or invoices - an as-built cost statement;
- is required photographic documentation of each section before the start and after completion of the works, taken from the same place;
- a subsidy used contrary to its intended purpose, undue or excessive, is subject to refund together with interest as for tax arrears;
- the company places the logo of the Mazowsze Brand and the logo of the support program as well as the co-financing formula; Graphic designs are accepted by e-mail at siw@mazovia.pl.
In the recruitment for 2026, the office also announced that at the verification stage it will additionally check whether the sections of ditches run through agriculturally used wetlands and peat bogs covered by GAEC 2 standard and whether desilting, cleaning of drainage outlets, clearing of bushes and unblocking of pipelines in such sections was carried out more often than once every three years. It is worth checking this before describing the scope of work.
Masovia for the climate – subsidies for communes and poviats
How this program is structured
The full name is Masovian Instrument for Supporting Adaptation to Climate Change - Mazovia for the climate. Unlike in the case of land improvement, there is no single permanent resolution: Each edition opens with new Regulations adopted by resolution of the Provincial Board. The 2026 edition was launched by resolution No. 321/157/26 of February 23, 2026, the 2025 edition was launched by resolution No. 377/61/25 of February 24, 2025. This means that the scope and level of funding may change from year to year and rules should not be transferred from the old edition to the new one.
The aim of the program is to increase the level of protection against the effects of climate change and natural hazards, with particular emphasis on blue-green infrastructure, greenery plantings and energy efficiency.
What changed between the 2025 and 2026 editions

To compare the scale: in the first edition in 2022, the maximum aid was PLN 100,000 at 50% of eligible costs. The program is growing, but its thematic scope is sometimes narrowed - in 2026, financing for SECAP plans and the preferential 70% for blue and green infrastructure disappeared.
Rules for submitting applications
- The applicant may submit one application with funding of up to PLN 200,000 or two applications regarding various tasks, with the total amount of funding not exceeding PLN 200,000. In the case of the capital city Warsaw – a maximum of two applications for each district, with the same total limit.
- Each application is submitted separately, via ePUAP or e-Delivery (in 2025 - via the ePUAP trusted profile). In the event of a system failure, it may be sent to the following address: Polityka.ekologiczna@mazovia.pl.
- The application must be signed certified digital signature by a person authorized to make declarations of will on behalf of the commune or poviat, with the treasurer's countersignature.
- The application is accompanied by documents confirming the estimated total costs of implementing the task. Visualization, design or other form of depiction is optional.
Payout upon task completion – implications for budget planning
Financial aid is granted in the form of a subsidy paid after the task is completed and settled. According to the regulations of the 2025 edition, the beneficiary must provide funds for financing as part of its own contribution 100% of the task costs – both eligible and ineligible – and only then receives part of the eligible costs reimbursed. The funds for the own contribution cannot come from other funds of the voivodeship budget. Payment is made within 21 days of acceptance of the final report.
How are applications assessed and what is the real competition like?
Applications undergo formal and substantive assessment. The substantive assessment takes into account the G/P indicator (basic income per resident of the commune or poviat in relation to the average for Mazovia), the type of task and previous subsidies obtained under the program. In the event of an equal number of points, the position on the Beneficiary List is decided order of applications – date and time of submitting the application.
Numbers from the 2026 edition, in accordance with the justification for resolution No. 70/26 of the Regional Assembly of May 19, 2026:
- submitted 303 applications, one applicant withdrew his application,
- have passed formal assessment 302 applications for a total amount of over PLN 33.3 million (PLN 33,374,625),
- planned in the voivodeship budget PLN 15,000,000,
- received funding 137 projects for a total amount of PLN 14,930,138.
This means that the total amount of applications exceeded twice the amount of available funds, and the percentage of applications that received funding was approximately 45%. On the list of beneficiaries, the score was in the range of 54-60 points, and the vast majority of tasks were street lighting - solar, hybrid and replacement of fixtures with LED. Brine graduation towers appeared in several communes. The amounts ranged from several thousand zlotys to the full limit of PLN 200,000.
Obligations omitted at the cost planning stage
- The beneficiary places the logo of the Mazowsze Brand and the logo of the support program as well as the co-financing formula on information and promotional materials, the website and in social media, and uses the hashtags #Mazowszepomaga, #programywspiera and #solidarnośćmazowiecka in social media communication.
- After completing the task you need to put on minimum 5 years information board dimensions 90 × 70 cm – its cost is the beneficiary's expense and cannot be offset against the grant.
- The task may be subject to voivodeship control for 5 years from completion.
The use of pumping equipment in tasks covered by the programs
Below we indicate only those elements of the scope of work in which the use of pumping equipment is technically justified, along with formal reservations that need to be taken into account at the stage of preparing the application.
Desludging of ditches - drainage of the working section
Desilting of the ditch is performed in the riverbed where water usually stands. In practice, the sequence of works is always similar: lowering the water level in the working section, then removing the silt and repairing the slopes. A clean water pump is not suitable for pumping water with suspension, sand and solids - you need a pump adapted to contaminated water or sludge, with appropriate free clearance and a resistant hydraulic part.
Depending on the degree of contamination of the medium and access to power supply, three groups of devices are used:
- Submersible pumps for contaminated water and sludge – for drainage of the working section and excavations near structures in ditches. With a smaller proportion, suspensions are sufficient pumps for slightly contaminated water.
- Combustion motor pumps – on sections without access to electricity. Fuel is a cost explicitly mentioned as subsidized.
- Pumps for heavily contaminated media – when cleaning drainage wells and structures in ditches, where the pumped medium is closer to sludge than water.
Formal reservations that must not be omitted. The subsidy covers mainly labor and fuel. The purchase of equipment is allowed, but only within the limit PLN 2,000 per item and a maximum of 30% of the subsidy amount, and the expense must be included in the investor's cost estimate and in the list of works in the application. Equipment purchased before concluding the contract will not be settled. The office decides on the eligibility of a specific expense - so it is always worth asking the Department of Rural Modernization and Water Management. before submitting the application, not after the purchase.
With blue-green infrastructure: pump as an element of the installation
In the regulations of the 2025 edition - the most detailed document of this program available publicly in a format enabling quoting - the activities covered by blue-green infrastructure include the retention of rainwater from the roof surfaces of public buildings, including: gutter tanks, underground tanks for rainwater, filtration and rainwater purification systems, systems pumping and irrigating green areas with rainwater and intakes for collecting retained rainwater.
The same regulations in the catalog of eligible costs indicated, among others: purchase and construction of an irrigation system, purchase of tanks and pumping systems and construction of an intake for the collection of retained rainwater along with development of the area in the vicinity of the intake. Retention ponds, bioretention basins and ditches, and the restoration of ponds were also financed.
In this area the pump is not an additional element, but part of the retention installation. An underground reservoir without a pumping system serves only as a storage facility - the retained water must be brought to the surface to enable irrigation of plantings carried out as part of the same program. They perform this function irrigation and rainwater pumps, Submersible pumps working in the tank, Rainwater units and hydrophore sets stabilizing pressure in the irrigation system. This applies to rainwater and retention water, i.e. raw water - untreated, remaining outside the drinking water installation.
Two caveats. Firstly, the quoted catalog comes from the regulations of the 2025 edition; in the 2026 edition, blue-green infrastructure remained a supported area, but a detailed catalog of costs should be checked in the regulations applicable to a given edition. Secondly, in the 2025 edition, ineligible costs include the purchase of fixed assets that the beneficiary can use for other tasks - as well as all after-sales services, inspections, repairs, spare parts and maintenance after the task is completed. A pump permanently built into the installation is a different situation than portable equipment for a municipal brigade, but the final decision on eligibility is made by the voivodeship.
Tasks in which pumping equipment is not used
Not every task eligible under these programs involves water management. Modernization of external lighting, construction of light points with their own power source and replacement of fixtures - the vast majority of the tasks from the Mazovia Beneficiary List for Climate 2026 - do not include hydraulic installations. The above part of the study does not apply to such projects.
A separate case is brine graduation towers, the second most frequently subsidized type of project. They operate in the brine circuit, not raw water, which means different material requirements - primarily resistance to chlorides. The selection of devices for such an installation should be agreed with its designer or technology supplier; standard water pumps are not designed for this application and their use in the brine circuit leads to premature corrosion.
Calendar of preparations before the next edition
The dates below are predictions based on the repeatability of previous editions, not the official schedule. As of the date of publication of this text, none of them is confirmed.
For water companies
- September–November: tour and inventory of ditch sections, updating maps with names, lengths and numbers of edge plots, preparing a gross investor cost estimate, checking whether the statute, the document on the constitution of the management board and authorizations are up to date. Given the 7-day deadline to correct formal deficiencies, it is difficult to complete these documents during the recruitment process.
- December: BIP observation – recruitment announcement for 2026 was published on December 12, 2025.
- January: submitting a complete application as early as possible, because the grant award depends on the order of applications.
- After signing the contract: Only at this stage can you incur expenses and start work. Photographic documentation of the condition before the commencement of works should be made before the equipment is introduced to the section.
For communes and counties
- Autumn: task selection and initial valuation, preparation of documents confirming estimated costs; If a retention installation is involved, it is worth determining the technical parameters at this stage, because the cost estimate should not change later.
- February: observation of the register of resolutions of the Provincial Board - the regulations of the 2025 and 2026 editions were adopted on February 24 and February 23, respectively, and the recruitment announcements were published in the second half of February.
- March: recruitment, usually two or three weeks. The certified signature and countersignature of the treasurer must be organized in advance.
- Budget: securing 100% of the project costs on the commune's side, because the subsidy is returned only after settlement.
Frequently asked questions
Is Mazovia for land improvement and Mazovia for climate the same program?
NO. These are two separate instruments of the Masovian Voivodeship self-government, run by different departments of the Marshal's Office. Mazovia for land improvement is addressed to water companies and is based on a permanent resolution of the Regional Assembly issued on the basis of the Water Law. Mazovia for the climate is addressed to communes and poviats, and its rules are established every year by new regulations adopted by resolution of the Voivodeship Board.
When will recruitment for the next edition start?
As of July 28, 2026, no dates for the next edition of any of the programs have been announced. For Mazovia, for land improvement, the resolution provides for recruitment from January 2 to 31 of the budget year, and the announcement for 2026 was published on December 12, 2025. For Mazovia, for climate, recruitment took place in March - in 2025 from March 3 to 21, in 2026 from March 2 to 16. The dates should be verified in the BIP of the Marshal's Office.
How much is the funding in each program?
In Masovia, for land improvement, the subsidy is 80% of the value of the requested task, not more than PLN 100,000. In Mazovia for Climate in the 2026 edition, the subsidy could amount to up to 50% of eligible costs and could not exceed PLN 200,000, and one applicant could submit one application for the full amount or two applications for different tasks within the same total limit.
Can a water company buy a pump with subsidy money?
The subsidy mainly covers labor and fuel costs. The purchase of equipment necessary to complete the task is permissible, but the unit value of the purchase cannot exceed PLN 2,000 and the total amount for such equipment cannot exceed 30% of the subsidy. The expense must be included in the investor's cost estimate and in the list of works in the application and incurred after the conclusion of the contract. The Marshal's Office decides on the eligibility of a specific expense, so it is worth asking before submitting the application.
Can the commune finance a rainwater pumping system?
The regulations of the 2025 edition of the Mazovia for Climate program, in the area of blue-green infrastructure, explicitly mention systems pumping and irrigating green areas with rainwater, gutter and underground reservoirs, filtering systems and intakes for collecting retained rainwater, and among the eligible costs - the purchase and construction of an irrigation system. The scope of the next edition must be checked in its own regulations, because the catalog of areas and costs changes between editions.
Can work start before signing the contract?
Not within the scope of funding. In Mazovia, for land improvement, subsidy funds can only cover expenses incurred within the deadline for completing the task, counted from the date of conclusion of the contract. Earlier, but not subject to co-financing, preparatory activities are allowed: design and cost estimate documentation, formal and legal arrangements and the procedure for selecting a contractor. A similar rule applied in Mazovia for climate, where the eligible cost could be incurred no earlier than after the date of conclusion of the contract.
What determines whether a subsidy is awarded when there are more applicants than money?
In Mazovia, the order of applications is decisive for land improvement. In Mazovia for Climate, applications undergo substantive assessment, taking into account, among others: G/P ratio, type of task and previously received grants in this program, and in the event of an equal number of points, the place on the list is determined by the order of applications according to the date and time of submitting the application.
Is a subsidy for a water company de minimis aid?
If a water company conducts an economic activity within the meaning of EU competition law, the part of the subsidy relating to that activity - provided it can be separated from the non-economic activity - constitutes de minimis aid granted under the terms of Commission Regulation (EU) 2023/2831. Grants in this mode may be granted on the basis of a resolution until December 31, 2030. The application must be accompanied by certificates of de minimis aid from the past 3 years or an appropriate declaration.
